Sailing Instructions
2007 EC-12 National Championship Regatta

1. RULES
The regatta will be governed by the Racing Rules of Sailing, as modified by Appendix E for R/C sailing.

2. NOTICES TO COMPETITORS
Prior to the start of the regatta, notices will be posted on this web site. After the event has started, notices may be posted on a notice board at the lake.

3. CHANGES TO SAILING INSTRUCTIONS
Any written change to the sailing instructions may be posted on the notice board before the skippers meeting on the day it will take effect. Changes to the sailing instructions may also be made verbally at any time.

4. SCHEDULE
a. Registration and measurement will begin at 1300 on Wednesday October 31.
b. Seeding races will start at 0930 on November 1.
c. A skipper’s meeting will be held at 0915 daily on November 1, 2 and 3. Racing will begin each day at 0930.

5. RACING FORMAT
a. There will be 2 seeding races for each competitor to determine initial placement for the Equal Opportunity Racing System (EORS) rotation. The better of the two seeding races will be included in the remaining scoring for the Championship.
b. For remaining races, 4 boats will be promoted and 4 boats will be relegated after each race.

6. CONTROL AREA
Unrestricted unless otherwise noted.

7. COURSES and MARKS
The specific course will be announced verbally by the Race Director prior to each heat. A diagram of the course may be displayed on a board near the starting location.

8. THE START
a. All races will be started using the AMYA 2-minute starting tape, modifying E3.5.
b. Round-an-End Rule is in effect for all races, modifying rule 30.1. This means that if you cross the starting line after the 1-minute signal and prior to the starting signal, you must go around either end of the start line before proceeding with the race.
c. The Race Officer starting a heat may initiate a race postponement at his discretion. There will be no skipper-requested 5-minute holds.
d. If a committee boat mark is in use, skippers may not enter the area between the committee boat mark and the starting line mark.

9. THE FINISH
a. Boats that have finished racing shall be removed from the water as directed by the Race Committee.
b. The Race Director may award a finishing position to any boat that lags the balance of the fleet in finishing.

10. PENALTY SYSTEM
a. The Two Turn Penalty will apply for breaking Rules of Part 2, modifying E4.4.
b. The Race Director may elect to switch to a One Turn Penalty if sailing conditions require it.

11. PROTESTS
a. The Race Director shall be informed of a protest immediately at the end of the heat in which the alleged foul occurred. This modifies rule E5.3.
b. Penalties called by a Race Official shall be acknowledged and completion of penalty turns reported to the Race Official calling the penalty. This modifies rule 60.2.
c. Protest hearings will be held at a time to be determined by the race committee.

12. SCORING
The Low Point System of RRS Appendix A is amended as follows:
a. There will be one throw-out for every 8 races completed.
b. DNF and DNS shall be scored as the number of boats in the heat +1.
c. DSQ shall be scored as the boat’s finishing position +15 and cannot be used as a throw out. This number shall not be greater than all entries +1.
d. The penalty for radio frequency violation is 15 points, modifying rule E4.7(b).

13. TROPHIES
Trophies will be awarded to captains of boats with the 5 lowest scores. AMYA gold chevrons will be awarded to the 3 lowest scores of the above.
