2009 EC-12 National Championship
Regatta
1. The regatta
will be governed by the rules as defined in the 2009-2012 Racing
Rules of
Sailing, as modified by Appendix E and these sailing instructions.
2. The regatta
will be scored using the EORS or Promotion Relegation system with
the Low Point
Scoring system of Appendix A. If at least 8 races are sailed, a
boats worst score will be excluded. For every increment of 8 additional
races sailed, one additional worst score will be excluded from her
overall score.
3. The course and
start/finish lines will be selected and set by the Race Director
(RD) and will be announced prior to each heat (this modifies Rule
27.1).
4. Audible starting
signals shall apply by using the AMYA 2-minute starting tape or
a copy thereof (Rules 26 and E3.5). Any boat being touched once
the one-minute signal has sounded must be held until after the starting
bell. Boats may not be pushed when launching during this time period.
5. The RD may use
an offset mark at the Starboard end of the start line to represent
a committee boat. Boats shall not sail between the two marks so
designated.
6. A boat with
any part of her hull or equipment on the course side of the starting
line during the one minute period before the starting signal shall
be sailed to the pre-start side of the line around either end before
starting, i.e. no dip starts (Rules 29.1 & 30.1). In addition
to the voice hails required by Rule E3.8, individual recalls may
be signaled by displaying the Code Flag “X” (this modifies
Rules E1.2 and E3.8).
7. With the exception
of the start and finish marks, the RD will identify the course marks
that may be touched without penalty.
8. A boat hitting
a finishing mark will not be scored until the boat has returned
to the course side of the line and finished correctly after taking
her penalty turn (Rules 31, 44.1 & 44.2).
9. Do not call
out sail numbers when finishing.
10. Boats shall
keep clear of the finish line after finishing (Rule 23.1). A boat
who has finished and interferes with a boat still racing may be
assessed a penalty of four points by the RD without a hearing (this
modifies Rules 63.1 and 64.1(d)).
11. A single boat
remaining on the course may be called and scored last by the RD,
provided she started correctly.
12. A boat may
take a One-Turn Penalty for breaking a rule of Part 2 or Rule 31.
Rule 44.1(b) is unchanged. (this modifies Rule E4.4).
13. A skipper protesting
another boat shall twice hail, “Protest” and the other
boat’s sail number (Rule 61.1a). Make sure the protested boat
knows that she is being protested. The protested boat shall reply
that she either accepts the protest or intends to go to a hearing.
Boats wishing to exonerate themselves shall sail clear of other
boats and complete a One-Turn Penalty as soon after the incident
as possible.
14. Boats wishing
to lodge a protest shall inform the RD immedately after the end
of the relevant heat (Rule 61.3). Protests not settled on the water
shall be heard immediately after the heat in which the incident
occurred. Skippers involved in a protest will be granted up to 5
minutes immediately after the heat to prepare for the hearing (Rule
63.2).
15. A boat may
request redress for entanglement or damage sustained while having
right-of-way. A boat awarded redress shall be given an average of
her previous (or nearest) five scores, modifying Rule 64.2.
16. A boat that
has sustained damage, while having right-of-way, shall be given
a maximum of 15 minutes to effect repairs unless she has been disqualified
under Rule 14.
17. There will
be NO skipper-requested 5-minute holds.
18. Ballast shall
not be shifted, shipped, or unshipped during the regatta, modifying
Rule 51. This rule does not apply to changing of batteries as long
as they are replaced in the same location from which they were removed.
